English social scientist. Editor (1860-77) of the highly
regarded Economist, he studied the English banking system
(Lombard Street, 1873) and economy (Economic Studies, 1880). His
classic English Constitution (1867) distinguished effective government
institutions from those in decay, while Physics and Politics (1872)
was an early application of DARWINISM to the social sciences. He was
also a noted literary critic.
